Local Development Sweden has provided feedback to the Svesa investigation based on the dialogue in various forums we have perceived since we submitted our consultation response.

LEADER is a locally anchored method based on seven fundamental principles, where local anchoring, LAG, and the local development strategy are central. Steering leader areas towards region- or county-linked structures risks undermining the method's core idea and legitimacy. The local development strategies are developed in broad partnerships and are based on the area's geography as well as common strengths and challenges.
The number of leader areas has decreased significantly since 2007–2013, which already implies increased centralization. Evaluations show that local development nodes and local competence are crucial and are weakened by further centralization. LEADER already contributes to regional development through interaction with RUS, state infrastructure, and municipal planning processes, and assumes continued flexibility in co-financing as well as increased collaboration between regions and leader areas.
