The government's proposition for the countryside released March 17, 2026
Local Development Sweden was part of the reference group for the work. We view positively that rural areas are being highlighted and note that vibrant rural areas are seen as still important.
Proposal with policies for stronger rural areas
The government has decided on the proposition "All of Sweden should function – policy for stronger rural areas." In the proposition, the government proposes that the regions' consultation obligation in regional development work be clarified to highlight the organizations of civil society. The government also presents a picture of the situation in Sweden's rural areas and the measures taken during the mandate period to provide all of Sweden with the conditions to function.
– A stronger countryside strengthens all of Sweden. Now we are giving the countryside even better opportunities to develop based on its conditions. For more businesses and more jobs, says Minister of Rural Affairs Peter Kullgren.
– What one owns, one cares for; this applies just as much to a farm in Småland as to a forestry operation in Norrland. The countryside does not need more directives from above; it needs the freedom to grow on its own terms. Simpler regulations, stronger property rights, and trust that farmers, forest owners, and entrepreneurs know what they are doing. That is what this proposition is about, says John Widegren, group leader for the Moderates in the Environment and Agriculture Committee.
– It is when local forces, civil society, and citizens are given real space to shape their everyday lives that the countryside's own opportunities are utilized. This is the prerequisite for stronger cohesion and sustainable development throughout the country, says Elin Nilsson, rural policy spokesperson for the Liberals.
The government states in the proposition that social cohesion is strengthened when the entire country is given the opportunity to develop based on its conditions. Therefore, local knowledge and engagement, as well as the specific conditions of places, should be given greater space when measures are designed and decisions are made. The government believes that development should largely be built from the bottom up in collaboration between citizens, civil society, businesses, municipalities, regions, and state authorities.
The proposition describes, divided into four main areas, how measures within the cohesive rural policy and other policy areas have or will contribute to stronger rural areas throughout the country:
- A stronger local community and a more effective rural policy
- Simplifications for residents and businesses in rural areas
- Better conditions for housing construction, entrepreneurship, and investments in rural areas
- Safe, attractive, robust, and interconnected rural areas.
The law comes into force on July 1, 2026.
